There is another number that is just as important as, if not more important than, the signal strength. It is the Signal to Noise Ratio. If the SNR is less than about 15 db the "cliff effect" comes into play and you will get no picture or sound regardless of what the Signal Strength reading is. A good Signal Strength meter should show the SNR as well.

An important issue to know about HDTV is it's suceptibility to miltipath, or the digital equivilent of 'ghosting' which often renders a digital TV signal unwatchable, even though your tuner indicated sufficent signal strength. The Terk TV55 antennna has little ability to reject multipath: if you want reliable HDTV reception, consider a good directional antenna mounted on your roof, and equip it with a rotator so turn the antenna between the Buffalo, Hamilton and Toronto stations. Wade Antenna, a company located in Simcoe, makes terrific roof-top antennas. Their VU935SR antenna with the optional VU8PZ powerzoom UHF attachment and a good rotator should pull all of your digital HDTV stations with ease!
